U.S. & Canadian citizens need proof of citizenship (certified copy of birth certificate or the original with a raised seal) PLUS a photo ID (such as a driver’s license). Entry requirements for all others are the same as for entering the United States from any foreign destination.
BRITISH VIRGIN ISLANDS
One of the parties is required to be in the BVI 3 days before applying for a Special License to be married. Fees are $110 (in BVI postage stamps): $50 (in BVI stamps) for those residents for 15 days or more. Proof of identity and proof of marital status are also required (certified copies of decree absolute for divorced spouses or death certificate for deceased spouse).
